Organization XIII
As discussed in the plot, the Nobodies of Organization XIII are unable to die. Why? Because something that does not exist cannot die. They are eternal, much like darkness and light. However, once they have reassembled after fading, they lose all memories and recollection of who they were before they faded, besides their name. They often wake up in a world unfamiliar with them and believe they are nothing more than normal humans, with the occasional inkling that something is not quite right about them.
The only way to really get rid of a Nobody is to force them to bond with their Somebody, the person who they originally are. This what has the Chasers after them, because though Chasers are powerful in their own right, they are not immortal. They cannot live forever and will eventually cease to exist. They plan to use Nobodies to achieve immortality by forcing them to merge with the Chasers themselves. However, for this, they will require all thirteen of the Organization.
Xemnas himself knew of the existence of Chasers, which was why he was so adamant about achieving a heart. With one, he would not be forced to merge with his original self, nor would he become the tool of the Chasers. They would be their own separate person. This dream has long since been forgotten by the Organization and most of them are trying to spend their time living their lives peacefully, oblivious to what they even are.
